Download speed depends on your internet package you get from your service provider and the user that you connect to in order to download the torrent. To get maximum download close programs that are using your bandwidth, look for torrents with plenty of seeds or upgrade your internet with your provider.
1- Your actual internet connection speed, the higher, the faster, Some Internet Service Providers are known to (in some cases/areas) limit upload and download speed, which could also explain slower speeds.
2- The software you are using, out-dated software is not recommended, so update your client when necessary,forward port and configure your settings to boost performance.
3- And also a very important thing which is the number of seeds that a torrent has, the more, the better. Also the tracker status, ie: closed ones prevent you from getting seeds ergo speed.
